Abstract：Since information flow plays very fundamental role in emergency Management, it is of great importance to study the information flow in emergency management. To solve the problems occurred in the information flow, and to optimize the information flow, would help the Emergency Management Agencies(EMA) manage information in emergency more efficiently, and help them perform better in emergency management further. In the study of information flow in emergency management, Wang Wei and Jing Jipeng had done series of work. They studied information flow in emergency management, based on the theory of complex network.
